Womhoops Guru

Mel Greenberg covered college and professional women’s basketball for the Philadelphia Inquirer, where he worked for 40 plus years. Greenberg pioneered national coverage of the game, including the original Top 25 women's college poll. His knowledge has earned him nicknames such as "The Guru" and "The Godfather," as well as induction into the Women's Basketball Hall of Fame in 2007.

The Guru Report: Philadelphia/Suburban Women’s Summer Basketball League By-Laws

Guru’s Note: Here is Commissioner David “Deuce” Kessler’s Report on The Rules of the Road. Your Guru will likely post his traditional handout letter here as fast as available after the night’s action because with the length between games on this year’s schedule our own report will have come and gone long before his hard copy is distributed a week later, which will still be done in part to aid the technology-challenged.

 PHILADELPHIA/SUBURBAN WOMEN’S SUMMER BASKETBALL LEAGUE 

2021 BY-LAWS

 

THOSE WHO HAVE NOT RECEIVED THE COVID VACCINE ARE ASKED TO PLEASE WEAR A MASK AT KELLY BOLISH GYMNASIUM

 

      1-   Players are NOT permitted to play without the official league shirt! As a courtesy there will be an extra shirt in each color at the game site. Shirt must be returned to the scorer’s table after the game so it can be laundered. If a shirt is lost, a new one must be purchased. Fee: 10.00

 

      2-ALL PLAYERS, COACHES, AND SPECTATORS ARE EXPECTED TO BEHAVE IN A SPORTSMANLIKE MANNER BEFORE, DURING, AND AFTER A GAME! FIGHTING, ABUSE OF REFEREES, OR LEAGUE OFFICIALS CAN RESULT IN SUSPENSION OR EXPULSION FROM THE LEAGUE!

            TECHNICAL FOUL RULE:

                  1ST “T” – NO PENALTY

                  2ND “T” – ONE GAME SUSPENSION

                  3RD “T” – TWO GAME SUSPENSION

                  4TH “T” – EXPULSION FROM THE LEAGUE

 

     3-Wearing jewelry during play is NOT permitted and must be removed! This is a safety issue.  

 

    4-PLAYERS AND COACHES MUST BE FAIR TO EACH MEMBER OF THEIR TEAM WITH PLAYING TIME! WHILE THERE IS CERTAINLY ROOM FOR STRONG COMPETITION, THIS IS A SUMMER LEAGUE! ALL PLAYERS SHOULD BE GIVEN THE OPPORTUNITY TO HONE THEIR SKILLS FOR THE UPCOMING COLLEGIATE SEASON, HAVE FUN, AND STAY FIT.

 

    5-There is a 15 minute forfeit time for the 6:30 GAME ONLY! Players must be on the court ready to play by 6:45. There is NO GRACE PERIOD FOR THE 7:45 GAME!


Teams will forfeit if they are not on the court ready to play by 7:45 p.m.


GAME BY-LAWS

               

Games will consist of 4 ten minute quarters. Clock will stop on the following: 


                           timeouts

                           shooting fouls

                           substitutions                                                                       

                           every whistle in the last minute of each quarter

                           every basket in the last minute of the game 

                                                                                                           

Overtime periods will be 3 minutes. 


Clock will stop on every whistle and every basket in the last minute of the overtime period. 


Each team receives 4 timeouts per game and an extra in the overtime period.

 

On the 5th foul of the quarter, fouled team receives 2 free throws. 

 

Because there is no shot clock, the league will be playing 10 seconds  in the backcourt, and “closely guarded” in the frontcourt (holding and dribbling).

 

All 8 teams make the playoffs and individual awards are given to the League Winner, Playoff Winner, and Playoff Runner-up.

 

The League Director will have final say on all matters not covered the by-laws.
